Additional Information
The level of detail (LODs) in vector tiles assumes a tile size of 512x512px. Using 256px tiles results in a scale that is offset by one (1) level of detail (LODs) from the expected value. Refer to the following documentation for additional information: https://pro.arcgis.com/en/pro-app/latest/help/mapping/map-authoring/author-a-map-for-vector-tile-creation.htm.
Workaround
Use 512px tiles or adjust map scales to ensure XML LODs match.
