This is a known limitation in ArcGIS Pro 2.3 when solving routes using a portal as the network data source from the Network Analyst ribbon. It has been fixed for ArcGIS Pro 2.4. To work around this problem in ArcGIS Pro 2.3, use the FindRoutes ready-to-use tool instead of the ribbon.Workaround
Use the Find Routes tool in the Ready To Use toolbox.
