Workaround

Adding the Basemap as the first layer will always work, because the dataframe is then always set to the coordinate system of the firstly added layer. And because the Find route tool uses services that are in the same coordinate system (Web Mercator), it will always align up correctly.1) Open ArcMap 10.2) At the top of ArcMap select File > Add data > Add Base map.3) Select Imagery and then the add button.4) Use the Add Data Button to navigate to the Routing file geodatabase and select the feature class called stops.5) Select view > dataframe properties.6) Expand folders Predefined > Projected Coordinate Systems > National Grids > Europe and select RD New.7) Select apply.8) If the warning box appears select yes.9) Select he Transformations button.10) Select the Using: dropdown arrow and select “Amersfoort_To_WGS_4X”.11) Select ok.12) Select apply and ok.13) Right click anywhere in the gray section where the toolbars reside at the top of ArcMap.14) Scroll all the way down to customize and select customize. 15) Select the command tab in the customize dialog box.16) Type" find route" in the text box that reads "Show commands containing:".17) Under Categories select Map Inquiry.18) Under Commands: click the Find route tool with your mouse and drag it to the top of arcMap and place it inbetween any two tools. 19) Select the find route tool. 20) Select the Options tab.21) Use both drop down arrows on the page and select the European Routing Service and the European geocode service.22) Select the stops tab.23) Select Get points> Get point feature(s).24) Use the drop down arrow to select the stop layer and select the add stops button.25) Select the find route button.26) Select the close button to close the find route dialog box.In ArcMap select your zoom in tool and zoom into any location to see the offset of the line.
