This is expected behavior. As the 'update=true URL parameter' is trying to reach out to the server and since ArcGIS Survey123 is offline, it is not able to reach it therefore returning the error. Log a separate Enhancement if ignoring the 'update=true URL' parameter when offline mode is desired.

Workaround

Use a separate URL for offline workflows that does not include the 'update=true URL' parameter.
