The Filter widget of the Web AppBuilder for ArcGIS in Portal for ArcGIS does not display the Unique Values drop-down when Editor Tracking is enabled and the web app is shared with others.

Instead of an development bug in Web AppBuilder for ArcGIS, this issue turns out to be caused by a server issue in a 10.6 and 10.6.1 environment (this issue is not reproducible in 10.5.1, 10.7 or 10.7.1 portals), regarding the use of generateRenderer on feature layers to get uniqueValueInfos.Workaround
The drop-down populates for secondary users if Editor Tracking is disabled.
