The Filter widget in ArcGIS Web AppBuilder 10.6 does not include the ability to create a custom filter as displayed in the documentation, but this option exists in 10.6.1 and above.

This is an old version Enterprise environment, and the function is added since ArcGIS Web AppBuilder 10.6.1.

Workaround

Upgrade to ArcGIS Web AppBuilder 10.6.1 and above.
