This issue is not reproducible in ArcGIS Online. If this issue occurs, reach out to Esri Support Services as additional information is needed for further investigation.Workaround
- Toggle off the enable filter and make the selections. Once the required selections are done, toggle on the enable filter.
- The issue is not reproducible in the ArcGIS Web AppBuilder Filter widget.
