The Filter widget in ArcGIS Experience Builder fails to dynamically display search results when the searched value is not at the top of the search list.

This is the expected behavior. Dynamic search on the whole dataset does not take place until the 'Search more' button is clicked. In the SQL Expression Builder > Unique Value list, when searching a key, local query is executed first to receive anything that is loaded. If none is found, then a query from the service is executed. This is accomplished by clicking the 'Search more' button.
