ArcGIS Hub's Summary Statistics Card currently supports attribute filters using exact matches for string attributes and range matches for numeric attributes. This is not a bug, but instead is working as currently designed. The ArcGIS Hub team have considered expanding the list of supported filter query types, but that enhancement is not on the near-term roadmap. If complex query-building is required in the near-term, users can set up feature layer views in ArcGIS Online with attribute queries applied, and configure the Summary Statistics card to reference that feature layer view.Workaround
