The described issue is how the tool was designed to handle nested sinks. The Fill tool can fill a single sink (a single lowest point) or nested sinks (a sink that contains multiple low points within). The case reported in this issue specifically relates to nested sinks. For nested sinks, the tool iteratively checks every sink within the nested structure and only fills those that meet the following two conditions: - Have depths within the range established by the Z limit parameter. - Have a lower elevation value than their lowest adjacent neighbor. Note that within the same nested structure, sinks that meet the conditions above and sinks that do not can coexist. In this case, the tool only fills the ones that meet the conditions above and leave intact those that do not.
