The Fill (Spatial Analyst) tool has a 2 meter range difference when comparing outputs from ArcGIS Desktop 10.4 to ArcGIS Desktop 10.6.1 with a z-limit of 1 meter.

The new output from the Fill tool with the z-limit starts at ArcGIS Desktop 10.5.1 is the correct expected behavior following a bug fix.
According to the Fill tool help page, "The z-limit specifies the maximum difference allowed between the depth of a sink and the pour point and determines which sinks will be filled and which will remain untouched."
To check if the z-limit is being honored, run the Fill tool without the z-limit and calculate the difference to the input raster using the Minus tool. The output surface from the Minus tool represents all sink regions in the terrain that can be filled without the z-limit restrictions and the corresponding depths at each cell. Any sink regions in this surface that exceed a specific z-limit value in depth at any cell should be ignoredwhen the filling operation is run with such a z-limit.
