This is working as expected in Map Viewer. This is stated in the service info: "type":"rotationInfo","valueExpressionTitle":"Custom","valueExpression":"$feature.Angle","rotationType":"arithmetic" Map Viewer displays this as Custom because it is defined this way when publishing from ArcGIS Pro to ArcGIS Online or Portal for ArcGIS.
