Additional Information
This defect was logged against a version of the software that is no longer supported. The issue is not reproducible in newer versions of ArcGIS Enterprise using Map Viewer (ArcGIS Maps SDK for JavaScript 4.x). If experiencing this behavior in newer versions, contact Esri Support Services, as a new reproduction case is required to continue the investigation.Workaround
Move the first layer in the web map down (reorder the first layer as the edit layer).
