The Feature To Polygon tool does not transfer label feature attributes if the label feature falls on a line feature or on the boundary of the output polygon feature.

Additional Information

Set small xy tolerance to avoid this. A point intersecting the boundary of a polygon is not considered inside as per CLEMENTINI geometry rules.
