Additional Information

The request is an enhancement, not a defect, as the Feature To Point tool does not perform Z interpolation to determine a valid coordinate for a centroid from the vertices of a polygon. If a 3D point with a Z value coming from interpolation of the geometry's vertices is required, submit it as an enhancement request for the 3D Analyst toolbox.
