Duplicate of BUG-000142326Workaround
Define unique values symbology and create the templates in ArcGIS Pro before publishing the service. To publish click Edit > Create.
Note: Unlike ArcGIS Online, when the layer is published with single symbols and the symbology is changed to unique values in Portal, the templates are not created correctly in field maps.
