Additional Information
Point locations are rasterized for analysis. Similar to the Points to Raster conversion tool, the output raster pixel will be only one cell. Since the points are coincident and have the same location (x,y), there may be a discrepancy internally, always using the first one, with the assignment of cell values.
Workaround
Run each point having a unique offset value through the tool individually, then append every output to a singular table.
