This issue is not reproducible in ArcGIS Pro.Workaround
- Use a previous version of ArcGIS Pro, such as ArcGIS Pro 3.2.
- Use the World Countries Generalized feature service layer from ArcGIS Living Atlas of the World, also hosted by Esri, with generalized boundaries for the world countries.
