Additional Information
When a source spatial reference is defined on a feature service layer, ArcGIS Pro uses that spatial reference instead of the service spatial reference. This has a number of benefits, the spatial reference properties for the data are aligned with the underlying feature class in the Enterprise Geodatabase (EGDB). There are performance benefits because the server does not need to project the data before returning it. The individual layers are represented as they are in the data source. When working with these layers, set the ArcGIS Pro map's spatial reference to the published map's spatial reference to see the data in a different spatial reference. Note that if individual map service sub-layers are added and not the entire service, the same behavior appears. The documentation is to be updated to explain this in more detail. Workaround
When using the feature service layer in ArcGIS Pro, set the map's spatial reference to the desired spatial reference. The layers in ArcGIS Pro project to the map's spatial reference.
