The Feature Class to Feature Class tool does not convert all CAD elements to geodatabase format, whereas CAD to Geodatabase does.

Workaround

Use CAD to Geodatabase rather than the Export command (the Feature Class to Feature Class tool) to convert CAD data to ArcGIS format.
