The "Failed to construct polygons" error is generated when performing steps recommended in the Help article, "Constructing polygons from the shapes of other features".

Workaround

**Reproducible in version 10.0 service pack 21. In ArcCatalog, navigate to the folder where the new polygon shapefile will be stored. 2. Right-click the folder > New > Shapefile.3. Specify the name and feature type (polygon) of the new shapefile in the required fields.4. Click Edit and navigate to the desired projected or geographic coordinate system > Apply > OK > OK.5. In ArcMap, open a new blank map document 6. Select the Add Data button and navigate to the polyline shapefile or feature class you want to use to construct new polygons > Add7. Select the Add Data button once more and navigate to the newly created (empty) polygon shapefile > Add8. Right-click on the polyline layer in your Table of Contents > Selection > Select All9. Right-click on the polygon layer in your Table of Contents > Edit Features > Start Editing10. Select the Construct Polygons tool on the Topology toolbar and the Construct Polygons dialog appears
