To use a Mutlivalue of a GPFeatureRecordSetLayer parameter using hosted feature service, quotes are required for the URL. It should be:[{"url":"https://organization.example.com//rest/services/Hosted//FeatureServer/0"},{"url":"https://organization.example.com//rest/services/Hosted//FeatureServer/1"},{"url":"https://organization.example.com//rest/services/Hosted//FeatureServer/2"}]

Workaround

Provide the correct syntax for the REST endpoint.
