Additional Information
This is not a Map Viewer bug. The edit extent on the item is only updating the extent of the item information for the web map. This is used for search within ArcGIS Portal or ArcGIS Online to find content. The extent on the web map itself is in the original extent.Workaround
Define the desired extent for the web map on the hosted feature layer when it is created.
