Installing ArcGIS Pro & ArcGIS Data Interoperability on the same machine as ArcGIS Server or ArcGIS Enterprise is not a supported configuration at ArcGIS Enterprise 10.9.1. It is supported at ArcGIS Enterprise 11.1 and above, as long as extension versions are compatible.
