The issue is not reproducible in ArcGIS Pro 2.8Workaround
- Export the CSV file or table to the .dbf table.
- Add the table to ArcGIS Pro.
- Join the .dbf table to the layer (Table of content > Join and relate > Join).
- Export the layer after the join.
- Add the layer to the map.
