The Export Web Map task from an ArcGIS for Server print service is not able to display the map title when the map title is in the Thai language, or in any double-byte character set with PDF as the output format.

Additional Information

This issue may be addressed by publishing a custom print service with the title block of the layout template edited to use a font that supports Unicode characters. The default print templates are located at \\\\arcgis\server\Templates\ExportWebMapTemplates. Copy and update these templates, and use the templates in a custom print service. For more information, refer to the following document, http://server.arcgis.com/en/server/latest/get-started/windows/tutorial-publishing-additional-services-for-printing.htm.
