Workaround

In the downloaded CSV file, create columns next to the date field records and use the Excel functions to convert the date field. To convert to regular date or time but only in Greenwich mean time, refer to https://www.extendoffice.com/documents/excel/2473-excel-timestamp-to-date.html#:~:text=Convert%2013%2Ddigits%20number%20to%20date%3A%20%3DA1/86400000%2BDATE(1970%2C1%2C1) and to convert from Greenwich Mean Time to another time zone, (Eastern Standard Time is used in this example), refer to https://www.exceldemy.com/convert-gmt-to-est-in-excel/.
