This issue is addressed in when working with File and Mobile Geodatabases with ArcGIS Pro 3.1 and 2.9.7. This has been addressed for enterprise databases in ArcGIS Enterprise 11.1, ArcGIS Server 10.9.1 Utility Network and Data Management Patch 3 and ArcGIS Server 10.8.1 Utility Network Patch 9.Workaround
