Can't reproduce this problem in 10.0 SP4 or 10.1 with the provided data, even when steps are followed exactly.Workaround
Copy the Export Metadata tool, a model tool, to a custom toolbox. Edit the model in ModelBuilder. Assign the desired parameter values in the model and run that model.Steps to Reproduce
