Additional Information

Turn off the dynamic-layers capability by unchecking 'Allow per request modification of layer order and symbology' from the map service's Capabilities property page. When dynamic layers are enabled and an export call is made, the map service ignores all pre-generated tiles and creates the image as if it were a dynamic map service.
