Additional Information
This issue is not reproducible using hosted feature services or referenced feature services.
For hosted feature services, the feature service must be configured to allow others to export the data. Refer to this link for more info: (https://enterprise.arcgis.com/en/portal/latest/use/use-hosted-layers.htm#GUID-47A1D795-B330-45D7-89F7-9203A99E6924)
For referenced feature services, the Export Data capability must be enabled for the feature service (enable in Configuration > Feature Properties > Operations, in the Share As Web Layer pane when publishing from ArcGIS Pro).
Workaround
Workaround 1: Change the role of the user to the Administrator role.
Workaround 2: Change the role of the user to a Custom role:
- Under 'Administrative privileges', expand Members, and toggle on 'View all'.
- Under 'Administrative privileges', expand Content, and toggle on 'View all' and Update.
Import the Data Editor role additionally to the above three privileges.
