Additional Information
Reinstalling the Microsoft Access Database Engine 2016 (64-bit) Driver, which gets removed along with other software during the monthly system updates, fixes the issues.
The best solution appears to be to ask the in-house Systems Group to set up every removed machine again after the removal with all the software and drivers that were installed before the removal.

Reinstalling Microsoft Access Database Engine 2016 (32-bit and 64-bit) Driver.
