This issue is not reproducible in ArcGIS Pro 3.6.0.58533 and 3.5.Workaround
Return to Step 2 to make the desired changes, then click Next to proceed to Step 3 and wait for the content to load before clicking Next to proceed to Step 4: Summary. The buffer radius values should now reflect the updated values.
