Additional Information

The estimates prior to generating the map cache are based on the average size of a sample of tiles. In some cases, the estimate can vary widely from the actual size because of data density differences at various levels and extents.

Workaround

When sharing a service in ArcMap and going through the Sharing workflow, there is an option to calculate the cache size which updates the estimates:

Cache size estimate window in ArcMap

This user interface generates sample tiles based on a given map document, and creates estimates that are very close to the real end-result. It is recommended to use this workflow to get the best estimate when publishing cached layers.
