The error, "Unable to access application configuration:." is returned if linked to a deleted ArcGIS Explorer(1500) configuration file.

Workaround

If the ArcGIS Explorer (1500) application configuration file is deleted:

1. Launch ArcGIS Explorer Application Configuration from the Start menu shortcut.
2. In the ArcGIS Explorer Application Configuration dialog box, select Choose > Create a new application configuration.
3. In the Create Application Configuration dialog box, specify the name and file name for the new application configuration. Fill in the correct Name and File, and choose Create.
4. In the ArcGIS Explorer Application Configuration dialog box choose Preview. Preview launches ArcGIS Explorer.
5. In ArcGIS Explorer, using the pearl (the globe icon), select Set Application Configuration.
6. In the Application Configuration dialog box, specify the newly created application configuration file name by selecting Browse > Update.
7. Select Restart Now. This opens ArcGIS Explorer.

Steps to Reproduce
