The error "There was a problem assigning the license for <username>" is returned when attempting to assign a license to a user after upgrading to ArcGIS Enterprise 10.5 which is configured with the following licenses: Insights for ArcGIS, Navigator for ArcGIS, GeoPlanner for ArcGIS, Drone2Map for ArcGIS to ArcGIS Enterprise 10.5.1.

Workaround

Re-import the JSON file obtained via the <a href="http://my.esri.com" target="_blank">my.esri.com</a> site and verify that the license can now be assigned successfully to users without any error.
