Workaround

  • Connect to the respective geodatabase from ArcMap 10.8.1 and run the Upgrade Geodatabase tool. The stored procedures are then repaired. 
  • Connect to the respective geodatabase from ArcGIS Pro 3.0 and run the Upgrade Geodatabase tool. The geodatabase upgrades successfully from 10.8.1 to 11.0.3.0.
