The error messages, "ERROR 000952: Failed to execute (Unable to replace service.)." and "Failed to execute (ReplaceWebLayer)." are returned when using the Replace Web Layer tool on vector tile layers.

Replacing vector tile layers published from a map image and feature layer is not supported. The product documentation and the tool interface will be updated to indicate that this is not supported.Steps to Reproduce
