This issue is not reproducible on ArcGIS Pro 3.2 and ArcGIS Pro 3.3 when the operating system, locale (system date and number formatting), and language pack are set to Japanese.Workaround
Check the 'Beta: Use Unicode UTF-8 for worldwide language support' check box and set the system's locale to another language.
As a workaround, it is recommended to change the name using the ISO-Latin alphabet, since it is unknown how the Beta feature interferes with ArcGIS Pro.
Note that this is a Beta Window Operating System feature.
