The error message, "This layer cannot be added" is returned when attempting to add orthomosaic imagery to a web map that is using the USA NAIP Imagery: Natural Color basemap.

Additional Information

After further investigation, the error was determined to be expected behavior as there is an issue with coordinate systems.

Workaround

Use a different basemap. The Imagery basemap is a good alternative.
