This issue is not reproducible in ArcGIS Business Analyst 10.6.1, 10.7, or 10.7.1.Workaround
- Directly use the Drive Time trade area tool.
- Directly use Network Analyst to create service areas.
- Update to ArcGIS Business Analyst 10.7.
- Use the Generate Drive Time geoprocessing tool in ArcGIS Pro 2.4.
