The error message, "Page Not Found" is returned when opening a publicly shared story map by copy-pasting the URL directly in the browser from the ArcGIS Hub site.

The issue occurs when the item is not in the site's catalog or navigated by a link within the site's layout. This is by design to prevent nefarious actors from spoofing content onto user sites.

Workaround

Add the story map to the site's catalog through 'Groups manager' or Content Library.
