The error message ‘Layer not accessible’ is returned when using data in ArcGIS Dashboards if the hosted feature service does not have the Query capability enabled, particularly when it is published through ArcGIS Survey123 Connect version 3.23.48 or later.

Enabling the following settings on the hosted feature layer allows access to the layer in ArcGIS Dashboards:

• In the 'What kind of editing is allowed?' section, enable Add, disable Delete and Update.
• In the 'What features can editors see?' section, select 'Editors can't see any features, even those they add.'
