The error message, "Layer not accessible." is returned when adding a utility network feature service to a pie chart (or other elements) in the ArcGIS Dashboards app.

Additional Information
Subtype group layers are not currently supported with ArcGIS Dashboard data visualizations. It is anticipated error messages are displayed, and the subtype group layers are not available as data sources for dashboard data visualizations.Workaround
Use the map service instead of the feature service.
