Additional Information
The provided database has a dataset with a relationship class within it. When working with feature datasets, it's expected that privileges are the same for all feature classes in the dataset. If there is a relationship class in the dataset, the user should have equivalent privileges to the destination table if it's outside the feature dataset. Once the proper permissions are applied to the destination table, the error no longer occurs.
