This issue is not reproducible using newly published hosted vector tile services from ArcGIS Pro and ArcGIS Online against the current release of ArcGIS Field Maps.Workaround
Create preplanned offline map areas using the Field Maps Designer web app or the ArcGIS Online web map settings.
