Additional Information

This issue is no longer reproducible in ArcGIS Pro 3.5 with ArcGIS Enterprise 11.5.

Workaround

  • Use the regular ArcGIS toolbox (.abtx) to create the tool and publish it.
  • Upgrade to ArcGIS Enterprise 11.2.
