This issue is resolved with ArcGIS Velocity 4.3 Patch 2.Workaround
1. In a web browser, open the ArcGIS Velocity app.
2. Log in with the ArcGIS Online credentials.
3. From the ArcGIS Velocity Home page, click the information icon next to SUBSCRIPTION UTILIZATION. Select ‘Reset Refresh Token’.
