The "Error Borrowing License" error occurs when trying to borrow a specified license when ArcGIS License Managers 10.5 uses an options file which references a feature name with the Include command.

Duplicate of NIM087998: INCLUDE (controls the checkout of licenses only): When used alone, issues arise that affect the borrowing of licenses by any user or host listed (this keyword should not control borrowing at all). INCLUDE_ENTITLEMENT (controls the borrowing of licenses only): When used alone, no issues are seen and borrowing is controlled as expected (checkout is not affected). http://support.esri.com/technical-article/000012134Workaround
In the above scenario, replace the feature with the EFL number and reread the licenses.Steps to Reproduce
