Additional Information

The documentation says, "A tool will only use transformations appropriate to the projection, ignoring all others." which does NOT mean that the transformation list will only show those that are appropriate. It means that selecting a transformation environment that is not appropriate and running the tool with that transformation will be ignored. Starting in ArcGIS Pro 3.4, click the Select Transformation button in the Environments to open the Transformation window to define the source and target datums and select an appropriate transformation. Refer to the following documentation https://pro.arcgis.com/en/pro-app/latest/tool-reference/environment-settings/geographic-transformations.htm#ESRI_SECTION1_540AEB6A846448EAAFE2B03B4227F0CC for more information. The drop-down list directly on the Environments tab and in the Environments window opened from the Analysis ribbon tab will continue showing the list of all possible transformations, it is only in the Transformation window that gets a filtered list of appropriate transformations.

Workaround

Use the Select Transformation button to have a guided experience to select a transformation that is suitable between a source and target datum.
